| 2013年末重度雾霾袭击了大半个中国,中东部地区雾霾长时间、集中式大爆发给地区经济和社会带了巨大的负面影响.以雾霾的构成成分和来源分析为基础的的防治措施已经从中央到地方开始颁布实施并初显成效.面对我国实现工业化、城镇化的艰巨任务,探索雾霾治理的长效治理思路和对策摆在了理论和实践探索者的面前.长三角地区作为我国制造业的基地、经济增长的重要一极,应抓住第三次工业革命到来的机遇,以新能源技术和信息技术等为突破口,改造制造业体系,从发展规划、发展路径和治理体制三个方面,探索建立面向绿色能源的可持续发展体系,实现经济转型、产业升级,从根本上解决雾霾之患. |

| At the end of 2013,most parts of China are suffered from the oppressive smog attack,which had a bad impact on economic and social development of the middle and eastern China continuously and intensively.The smog control measures,which were issued from the central or local government,have obviously to decrease the PM2.5 value based on the composition and the source of smog.Considering the industrialization and urbanization process in China,the academic and practice experts should propose strategies on a long-term clean of China's atmosphere.The Yangtze River Delta region,one of the manufacturing industry bases and an important pole of economic growth in China,should be built into the sustainable development area centered on green energy to realize economic transition and upgrade industries and clean atmosphere.The measures,which will transform manufacturing industry by new energy technology and ICT(information and communications technology) in the Third Industrial Revolution,should be proposed from three levels:development planning,path and governance. |
