      湖南省发电过程的部分用煤,全部用油、气均需从外省引入,能源资源紧张。目前湖南风电项目的核准与建设周期短,配套电网送出工程无论是核准还是建设进度都难以与风电场建设保持一致。从调峰电源建设、风电机组并网门槛、电网结构、风功率预测系统以及风电行业协调沟通机制等五个方面对湖南省境内风电建设与并网管理体系构建进行探讨,提出了湖南风电并网问题的综合解决方案,以促进“十三五”期间湖南风电安全、高效、优质发展转型。
英文摘要:
      Petroleum, natural gas and part of coal for power generation in Hunan Province were introduced from the other provinces, leading to a strain on energy and resources. Currently, it had a short approval and construction period for wind power projects in Hunan province while whether the approval or construction schedule of associated power network was difficult in keeping step. The construction of both connection management system and wind power in Hunan Province was proposed including peak-load regulation power construction, grid connected threshold, grid structure, wind power prediction system and communication mechanism in the wind power industry. A comprehensive solution for wind power connection in Hunan was put forward. And the friendly grid standardization system was improved to promote the wind power development with high safety, efficiency and quality in the "13th Five-Year".
