| 21世纪中国工业化的一项首要任务就是要尽可能扩大和加强国家发展的能源基础，尤其是石油资源的合理利用和有效开发，合理解决石油价格的剧烈波动对一个国家国民经济的持续、快速、稳定地增长问题，则成为世界各国尤其是新兴工业国家必须面对的问题。基于此，从中国在石油利益分配格局中具备的实力、能源安全、宏观调控等角度进行分析，认为有必要、有能力构建石油价格防范体系，并提出了相应的建议与措施。 |

| One of the primary tasks for Chinese industrialization in the 21st century is to enlarge and improve the energy capacity for development. Effective exploitation and reasonable utilization of oil resources are thus particularly important. However, the problem of abrupt oil-price fluctuations is detrimental to the development of national economy, which presents itself for the attention of countries in the world, especially the newly-industrializing countries. This paper discusses the position of China in the allocation structure of oil resources, energy security and macro regulation and control. It is concluded from the discussion that it is necessary for China to set up an oil-price risk precautionary system. In addition, appropriate suggestions and measures are provided. |
