| 电力紧张已经成为制约国民经济持续发展的一个重要因素，而宁波市的电力尤为紧张。合理应对缺电形势，确保居民的基本生活用电、重要用户和生命线用电，显得更为迫切和必要。以宁波市中心城区海曙区为例，根据海曙区用电特征，对搞好有序用电、积极应对“电荒”提出了一些措施和具体做法，取得了一定成效。 |

| At present, power shortage has become one of the important factors which restrain the sustainable development of national economy. In Ningbo, power shortage is especially serious, and it has become increasingly urgent and necessary to ensure power supply for local residents, VIP users and lifeblood sectors, thus implementing scientific development perspectives and promoting social and political stability. This paper quotes the example of Haishu District located in the central urban area of Ningbo and analyzes its power consumption characteristics. On the basis of this, measures and practical methods to deal with the power shortage problem are suggested, and some effective results have been achieved in Ningbo. |
